A 14-year-old girl was brutally beaten by her father on suspicion she was involved in a school fight, the Bac Giang Province Police, Vietnam says. The victim, identified only as T, is being treated at the Tan Yen District General Hospital with multiple injuries as a result of the beating she got from her father Nguyen Van Duong, 36, a construction worker, on Friday, December 11.


"I and my friends witnessed a fight. A friend used her cellphone to record the scene and later asked me to continue recording with her phone," she told Thanh Nien reporter from her hospital bed while keeping a fearful eye on the door for her father. "He thought I was involved in the fight. He asked me to take my pants off and lie face down on the bed and used three broom handles and two bamboo sticks to hit me."
She said her father had closed the door and ordered her not to cry. "I tried to ward off the beating with my hands and my fingers were broken. He left me alone and went to work after that."

T was rushed to the hospital by a concerned neighbour. Doctors said the victim had severe injuries in her back, buttocks and thighs and broken fingers. T’s grandmother Nguyen Thi Vuong, who lives in a nearby district, is taking care of her in the hospital.
"Looking at the injuries, I could not believe they were caused by her father… I have repeatedly asked Duong to allow her to stay with me but he refuses," Vuong said.

A neighbor, who asked to be unnamed, said T gets beaten very often by her father. "He even tried to suffocate her once. Normally he is gentle, but always becomes aggressive whenever he is drunk," she said.

Duong Van Hanh, a local official, said Duong’s wife Nguyen Thi Hoan divorced him eight years ago after he repeatedly beat her. She is now working in Malaysia. Duong later married a 21-year-old woman and they had a child. But she too walked out on him with their four-year-old child whom Duong also beat, according to the neighbor. Hanh said commune authorities would fine Duong and order him to not to beat his daughter again. "We will also consider Duong’s rights to raise the girl and may let her stay with her grandmother"

North West 'throwing serious tantrums' since becoming big sister to Saint

There's a lot to get used to
North West is apparently having some trouble adjusting to life as a big sister.
According to reports, the super cute two-year-old has taken to throwing some serious strops since her little brother Saint arrived earlier this month.
It's thought that the problem has already gotten so bad that Kim Kardashian and Kanye West have consulted a family therapist so they can nip it in the bud.
An insider told Radar Online: "North has been throwing some serious tantrums and Kim and Kanye do not know what to do.

In October, it became clear that Nori was a diva-in-the-making when she snapped at at a photographer following a dance lesson.

North is apparently finding it difficult to share the limelight with her new sibling as family and friends come to visit him.

Varsity pays 100/- rent per annum for 15 yrs

The Dar es Salaam-based International Medical and Technological University (IMTU)  has been operating from a leased government premises  for only 100/- per year.
 
 
The University had paid just 1,500/- for 15 years from 1996 to 2011, according to lease contract availed to the Guardian yesterday.
 
A copy of the Memorandum of Understanding (MoU) seen by  The Guardian  entered into on 28 August, 1996 between the government and IMTU owner Vignan Educational Foundation; an Indian registered trustee, showed that the tenant paid rent of 100/- per annum from August 1996 to August 2011.
 
The property on Plot number 2348, Bock H located in Mbezi Beach in the outskirts of Dar es Salaam, referred to in the MoU as demised premises, belonged to the defunct state-owned Tanzania Saruji Corporation whose assets are now under the National Development Corporation (NDC).
 
But the institution is accused of not paying the rent since 2011 when the first contract expired and the owner reviewed the terms and increased the rent to 78m/- per month. The institution has now been served with a fourteen-day eviction notice.
 
The NDC Corporate Affairs Manager, Abel Ngapemba confirmed to the Guardian yesterday that the corporation had decided to kick out the University for failure to pay rent. He however exonerated the NDC from the amount agreed in the first contract, saying that the initial agreement was reached between the tenant and then owner Tanzania Saruji Corporation.
 
“The property was put under NDC after the lease contract was signed so there was nothing we could do about it,” he said and adding:
 
“But we waited until it (the contract) expired then we reviewed it and came up with new rates that the tenant had not been able to pay.”
 
This paper contacted IMTU corporate affairs office for comment but was told to wait for a statement that would be sent soon but the official did not reply by press time.
 
According to eviction notice addressed to IMTU, seen by this paper, the institution had been given 14 days to vacate the premises and settle the outstanding debt in new rates from 2011, amounting to 3bn/-.
 
“Since then, you have refused, ignored or failed to vacate from the suit premises and refused to pay the outstanding rent of 3,061,680,000/- despite persistent demands requiring you to do so,” reads the notice served by Fosters Auctioneers & General Traders.
 
“Take not that if you fail to vacate the premises and pay the outstanding arrears within fourteen days from the date hereof, our instruction is to evict you by force without further notice and attach your properties for recovery of unpaid debt.”
 
According to the contract, at the time of the lease, the property comprised one finished and four unfinished structured then collectively called Mbezi Housing Estate and the tenant was permitted to develop it.
 
“In order for the demised premises to be utilised for the intended purposes  the tenant hereby covenants with the landlord as follows: to pay the reserved rent of 100/- per annum on the days and in the manner aforesaid,” the MoU reads in part.
 
Around the same time the rent expired in 2011 when the institution made headlines when the students complained of its then policy of quoting and charging fees in dollars. In November that year , the students marched to the Education and Vocational Training Ministry to air their grievances over the matter.
 
The following month, after intense pressure, the institution signed an agreement requiring it to among other conditions, quote and charge university fees in Tanzanian shillings and not in US dollar.
 
The agreement was also signed by  IMTU’s students’ organisation (IMTUSO), the Tanzania Commission for Universities (TCU), Higher Education Students Loans Board (HESLB) and Ministry of Education and Vocational Training.

For quite sometime now, Tanzania especially in the banana growing areas has fought in vain the banana wilt affecting all types of bananas.
The disease, Xanthomonas Wilt (BXW)- is very destructive disease which can destroy100 per cent of the crop where it hits.
 
Eight districts in Kagera Region have been struck by the virulent disease also known as Banana Bacterial Wilt making almost  90 per cent of the entire crop at risk in the area. 
 
Available data indicates that Kagera Region has an average annual yield of about 650,000 tonnes of bananas.
 
Banana or rather the plantain banana is a staple for 400 million  people in developing countries.
 
The disease has virtually stopped farmers in Tanzania and other African countries to abandon growing banana which could improve food nutrition and income security.
 
There are encouraging news now that our neighbouring Uganda’s National Agriculture Research Organisation  and scientists at the International Institute of Tropical Agriculoture (IITA) with its head-office in Ibadan, Nigeria are close to a breakthrough after years of research for the disease.
 
AIITA biotechnologist Leena Tripathi has been part of the research team leading the fight against the banana disease.
 
The test for the cure of banana wilt has undergone field trials in Uganda which is a major grower of banana in Africa.
 
According to the researcher the results are so encouraging that smallholder farmers in sub-Saharan Africa could soon be growing the new varieties commercially soon.
 
Tanzania which has many people who grow the crop should be celebrating for the good news.
 
A good banana crop will certainly give Tanzania opportunity to reduce poverty and revamp business for smallholder farmers in the country.
 
A research by the Kagera Development and Credit Revolving Fund (KADETFU) and Centre for Development Initiatives (CDI) on effects of banana wilt and food security in the divisions of Nshamba and Rubale in Kagera Region in 2013, showed that  the majority  (53 per cent) of the respondents interviewed reported that their food situation was very bad, while 39.3 per cent affirmed that their food situation was bad.
 
According to the research findings many people are now unable to meet health and school expenses for their children.
 
This, according to research findings  had made many farmers to be forced to encroach on wetlands and rangelands looking for land where they could grow alternative crops.
 
These alternatives could result into many negative effects like soil erosion, pollution to the use of destruct means of preparing their land like the use of pesticides for pest control leading to loss of biodiversity.
 
This in our view, calls for immediate intervention by both the government and the civil society to join hands in order to combat the disease, thus improving food security and the income of the people in the affected areas.

Sakata hilo liliibuliwa baada ya  Waziri wa Nchi, Ofisi ya Rais-Menejimenti ya Utumishi wa Umma na Utawala Bora, Angellah Kairuki kutembelea Idara,vitengo  vya Usimamizi wa Rasilimaliwatu (Utumishi)  na  kuagiza hatua kali zichukuliwe kwa wote waliobanika kutumia vyetivisivyo vyao kupata ajira serikalini.

“Watumishi wote waliobainika kupitia Mfumo Shirikishi wa Malipo ya Mishahara ya Watumishi wa Umma (Payroll), kwamba wametumia vyeti visivyo halali wachukuliwe hatua stahiki,” amesema Kairuki.

Amemtaka Mkurugenzi wa Idara ya Usimamizi wa RasilimaliwatuUtumishi, Emmanuel Mlay kutafuta ufumbuzi wa kumaliza tatizo la watumishi wanaotumia vyeti vya kughushi.

“Muwasilishe vyeti vyao Baraza la Mitihani kwa ajili ya uhakiki na baada ya uhakiki muwachukulie hatua stahiki watumishi wanaoonekana kutumia vyeti visivyo halali kwao,” alisisitiza.

Naye, Mkurugenzi Msaidizi Idara ya Usimamizi wa RasilimaliwatuUtumishi, Leonard Mchau, alisema kuwa Ofisi ya Rais-Menejimenti ya Utumishi wa Umma, imehakiki watumishi 704 na kati ya hao, watumishi 219 baada ya vyeti vyao kuhakikiwa na Baraza la Mitihani, waligundulika waliajiriwa kwa vyeti vya kughushi.

Hata hivyo, Mchau aliongeza kuwa baadhi ya watumishi hao waliobainika kughushi vyeti ili kujipatia ajira serikalini, wamekimbia vituo vyao vya kazi. Mchau aliwaasa wananchi kuepuka mchezo wa kughushi vyeti, ili kujipatia ajira Serikalini.

“Ni kosa la jinai kughushi vyeti kwa lengo la kujipatia kazi, sasa endapo utagundulika umeghushi vyeti, utachukuliwa hatua kwa mujibu wa sheria za nchi,” alifafanua Mchau.
 
 Kwa sasa Ofisi ya Rais, Menejimenti ya Utumishi wa Umma inaendelea na uhakiki wa vyeti kwa watumishi wote wa umma nchini mpaka kila mmoja atakapohakikiwa.

Kauli Ya Mwenyekiti Freeman Mbowe Kuhusu Uamuzi Wa Bodi Ya MCC Kuzuia Msaada Wake Wa Trilioni 1 Kwa Serikali Ya Tanzania

Muda mfupi baada ya Bodi ya MCC kutoa taarifa inayoonesha Tanzania haitapata msaada kutoka shirika hilo kama ilivyotarajiwa kwa ajili ya mwaka 2016, Mwenyekiti wa Chama (T), Freema Mbowe ametoa kauli nzito juu ya suala hilo akisema kuwa kuchelewa kupatikana kwa fedha za MCC si tu kunachafua jina la nchi na hadhi yake katika medani za kimataifa, bali kutaathiri kwa kiasi kikubwa miradi yote iliyo chini ya ufadhili wa MCC.

MCC imeahirisha msada huo wa USD Mil. 472.8 ambazo ni takriban trilioni moja kwa fedha za Tanzania zilizolengwa kusaidia sekta ya nishati ya umeme hususan ule wa vijijini, katika kuunganisha wateja wapya, mabadiliko ya kimuundo ya Shirika la Umeme nchini (TANESCO) ili lifanye kazi na kutoa huduma kwa ufanisi katika sehemu za uzalishaji, usafirishaji na usambazaji.

Fedha hizo pia zilikusudiwa kusaidia kuanza kwa mpango mkubwa wa kuboresha sekta ya umeme nchini.2014-2024.

Mbowe amemtaka Rais John Magufuli kuchukua hatua za haraka za kiuongozi kumaliza mtanziko wa kisiasa Zanzibar kwa mshindi wa nafasi ya urais kutangazwa kutokana na uchaguzi uliofanyika mwezi Oktoba, mwaka huu.

Aidha amesema kuwa Sheria ya makosa ya mtandao (Cyber Crime Act 2015) ambayo ni mojawapo ya sababu zilizotumiwa na MCC kuahirisha msaada huo kwa Tanzania hadi itakapokuwa imefanyiwa kazi, ni sheria mbaya sana inayokinzana na kukua kwa technologia ya habari na mawasiliano na kuzuia upashanaji wa habari miongoni mwa jamii ambayo ililenga kuweka makosa ya kijinai ili kudhibiti wapinzani wa CCM katika uchaguzi mkuu na kukipatia mazingira ya ushindi chama hicho.

"Sasa imethibitika kuwa Bodi ya MCC iliyokaa tarehe 16 Dec 2015 imeahirisha rasmi kuidhinisha msaada wa Millenium Challenge uliokuwa umekusudiwa kwa Tanzania kwa mwaka wa fedha 2016. Sababu kuu mbili zilizosababisha uamuzi huo ni:

1. Mkwamo wa Uchaguzi wa Rais na Wawakilishi Zanzibar na
2.Matumizi mabaya ya she ria ya makosa ya mtandao hususan kuhusiana na uchaguzi Mkuu wa Jamhuri ya Muungano wa Tanzania wa 2015."

"Ubabe wa baadhi ya viongozi wa CCM ni janga la Taifa. Kuchelewa kupatikana kwa fedha za MCC si tu kunachafua jina la nchi na hadhi yake katika medani za kimataifa, bali kutaathiri kwa kiasi kikubwa miradi yote iliyo chini ya ufadhili wa MCC," amesema Mwenyekiti Mbowe na kuongeza;

"Sheria ya makosa ya mtandao (Cyber Crime Act 2015) ni sheria mbaya sana inayokinzana na kukua kwa technologia ya habari na mawasiliano. Aidha, kwa makusudi kabisa inafifisha uhuru wa kupashana habari na ni dhahiri ilitungwa kwa nia mbaya ya kuthibiti kijinai uchaguzi mkuu.

"Tuliipinga sheria hii Bungeni na ikapitishwa usiku wa manane kwa ubabe wa wabunge wa CCM na hata tulipomtaka rais Kikwete asiisaini aliisaini kibabe akijua anaandaa mazingira gani ya "kihalifu", " amesema Mwenyekiti Mbowe.

Ameongeza kusema kuwa sheria hiyo ilitumika kuvamia vituo vya CHADEMA vilivyokuwa vikitumika kukusanya matokeo ya kura za rais na wabunge na hadi leo vijana zaidi ya 161, wakiwemo wanafunzi, wana kesi za "kubumba" mahakamani.

Mwenyekiti Mbowe amesema kuwa Sheria hiyo hiyo ilitumika kuficha dhana ovu iliyotumika kuhalalisha kuvamia Kituo cha Sheria na Haki za Binadamu (LHRC) kilichokuwa kikiratibu watazamaji wa uchaguzi wa ndani kwa kibali cha Tume ya Taifa ya Uchaguzi (NEC).

"Vile vile Sheria hii imetumika kuwakamata na kuwaweka ndani na hata kuwanyima dhamana vijana wetu ambao walituunga mkono katika uchaguzi mkuu.

"Namtaka rais Magufuli achukue hatua za kiuongozi na kiutawala kwa kufanya yafuatayo:

"Kwanza aumalize    mgogoro wa kisiasa Zanzibar kwa kuhakikisha kuwa mshindi halali anatangazwa.

"Pili achukue hatua ya kuifanyia marekebisho makubwa Sheria ya makosa ya mtandao katika bunge lijalo. Aidha wale wote waliobambikiwa kesi amuamuru DPP kuzifuta kesi hizo mara moja,"amesema.

Mwenyekiti Mbowe amesisitiza kuwa Rais Magufuli hana budi kuchukua hatua hizo za haraka ili kulinusuru taifa na hasara ya kupoteza mabilioni hayo ya MCC na zaidi kuepusha kuporomoka zaidi kwa biashara ya utalii nchini Zanzibar.

Amesema katika taifa ambalo sekta ya umeme inakabiliwa na matatizo makubwa katika uzalishaji, usambazaji na usafirishaji huku wananchi wa kipato cha chini wakibebeshwa mzigo mkubwa wa kumudu nishati hiyo na wengine wakilazimika kutumia nishati mbadala kama mkaa unaotokana na miti hivyo kusababisha uharibifu wa mazingira, serikali inayojua wajibu wake yenye viongozi wanaothamini uwajibikaji, haikupaswa kushindwa kuchukua hatua stahiki kutimiza vigezo vya msaada huo ambao umeshaisaidia Tanzania katika miradi mingine kadhaa.

Obama issues pardons, commutations

President Obama made Christmas-time commutations of 95 federal prisoners on Friday and issued pardons to two others, the White House announced.
Most of the commutations dealt with drug offenses, though the pardons involved counterfeiting and bank fraud.

Obama has now commuted the prison sentences of 184 people, surpassing the combined number of those granted by presidents Carter, Reagan, George H.W. Bush, Clinton, and George W. Bush (117), the White House said in a statement.

Friday's list included 40 people serving life sentences.

Obama has pledged to issue more pardons and commutations in 2016.

RWANDA: Kagame gets third term nod

Paul Kagame of Rwanda can now run for office again when his two-year term of office expires in 2017, after an overwhelming majority of Rwandans voted in favor of removing term limits.
 
The results so far are from 25 out of 30 districts of Rwanda and six diplomatic missions of Rwanda abrooad.

Rwanda's National Election Commission (NEC) said the provisional results indicate 98.28% voter turnout for the referendum with the 'Yes' vote garnering 98.13% and a paltry 1.71% for the 'No' vote.
 
 
 
On Friday, President Kagame promised to clear the air on whether he would run for President or not in 2017 and hinted that his decision would depend on the referendum result and his assessment of his record of service.
 
Counting is still underway after the referendum held across Rwanda on Friday after an earlier vote by Rwandans in the diaspora on Thursday.
 
 

Final Results
 
Final results of the referendum held by about 6.4 million Rwandans will out by Monday, Prof Kalisa Mbanda, the NEC chairperson promised earlier this week.
 
Commenting on the vote after unveiling the provisional results, Prof Kalisa in a media interview, said Rwandans for turning up in high numbers to vote.
 
In the United Arab Emirates (UAE), Canada and Djibouti 100% of Rwandans who voted endorsed the removal of term limits.
 
The 'yes' vote garnered 99.2% in Holland, India (97.6%) and Ethiopia (97.7%), provisional results unveiled by 11:00pm on Friday.

The film boasts an impressive cast that delivers a majestic performance. With Chris Hemsworth making his second appearance in a Ron Howard film, the film was bound for greatness, not forgetting the other actors who show a good deal of chemistry and match up to Chris’ energy and performance bit by bit. However, we should not to forget that the real star here is the whale. The fact that the film is based on real life events makes it all the more exciting. The special effects are to well done. It is a good movie on survival, if you do not compare it to the Moby Dick novel.

There is way less action than the trailers lead one to believe and even less adventure if you compare it to ‘Master and Commander: The Far Side Of The World’. The movie manages to disappoint yet again in telling but only part of the tale of revenge, obsession, and hatred as captured in Moby Dick.

We all like Sauti Sol, but we like Wiz Khalifa and Diamond more, that is according to the recently released YouTube Rewind 2015 year-ender results.
This may spark a new debate as to whether it is all about Kenya supporting their own or simply YouTube users getting exposed to a wider demography from where they make their choices as opposed to closing themselves within a regional cocoon.
The results do show that Diamond ruled in Kenya and qualify the results previously released by the Music Copyright Society of Kenya that showed that the Tanzanian singer is one of the greatest music royalty earners in East Africa
His song Nasema Nawe featuring Khadija Kopa, was the top music video of the year as per Kenyan views. See You Again by American rapper, Wiz khalifa that features Charlie Puth was second while Kenya’s Sauti Sol band came in third with their song Nerea - which features fellow Kenyan artistes Amos and Josh. The top three songs were released in 2015.
Even though Kenyan artistes improved their YouTube presence going by the views, 2015 was Diamond’s year as besides Nasema Nawe, his other 2015 release Nana featuring Mr Flavour came fourth ahead of Post To Be by Omarion featuring Chris Brown and Jhene Aiko; Taylor Swift’s Bad Blood featuring Kendrick Lamar; and Chekecha Cheketua, the newest song by Alikiba, another Tanzanian Bongo-flava artiste. Lean On by Major Lazer and DJ Snake; Sugar by Maroon5 and Baadaye by Kenyan artistes Amos and Josh also made to the top ten music videos.
Just as it was on the Kenyan case, Wiz Khalifa and Charlie Puth rule the international ranking with their ode to late actor Paul Walker, See You Again. The song was an immediate hit, topping the Hot 100 for twelve weeks, which makes it one of the longest-running number one hits of all time.
It is surprising that while Again ended up the number one most-watched music video of the year, a later several-week chart-topper Uptown Funk (which ruled for fourteen weeks, putting it in second place for the most weeks spent at number one of all time) didn’t even make the top ten.
It just goes to prove that certain demographics may gravitate towards a platform like YouTube to access the music they love, while others look to places like FM radio or perhaps even streaming sites like Spotify and Pandora.
See You Again is the only music video released in 2015 that managed to surpass the one billion views mark in less than a year, though it is clear that exceptionally popular tracks are hitting that milestone much faster than they used to. While it didn’t hit one billion views, Adele’s “Hello” treatment was the last to be released, only hitting the video hosting giant in late October. Since then it has been played over 400 million times, and that number is growing rapidly.
There are few surprises on the list, as all ten of these tracks were massive global hits, though the inclusion of a handful of songs that didn’t come close to the number one spot on the United States’ single chart—Fifth Harmony’s Worth It and Sia’s Elastic Heart never even broke the top ten—prove just how much of YouTube’s audience resides outside of America.
